Empowering Hay: A community-led transition roadmap

The Hay Region Economic Transition Roadmap demonstrate how regional Australian communities can shape their own economic futures. Hay Shire Council has been proud to partner with The Next Economy and the local community to develop a sequenced, practical pathway for economic growth

Hay is taking the lead in securing its long-term economic future. The Hay Region Economic Transition Roadmap is a community-led plan designed to ensure that as our economy changes, we are positioned to benefit from new opportunities in energy, transport, and agriculture

This Roadmap isn't just a document; it's a practical tool for action. More than 250 local residents shaped this plan, ensuring it reflects the priorities, values, and ambitions of the people who live and work here.

Why Hay is leading the way

Located at a strategic intersection of renewable energy zones and key transport routes, Hay is acting early to ensure change happens with the community, not to it. The Roadmap focuses on: 

  • Local leadership: Building on rural enterprise and natural resources. 
  • Strategic levers: Seven accelerator actions to increase regional capacity, including dedicated coordinators for housing and workforce development
  • Shared value: Creating conditions for industry and government to align with community-defined priorities

Progress is already underway

We aren't waiting for the future to happen to us. Groundwork is already progressing on key priorities:

  • Housing reform: Updating our Local Environment Plan to unlock infill housing investment.
  • Childcare expansion: Securing property to increase local childcare capacity.
  • Skills and education: Strengthening local workforce capability through the Country University Centre

 

This project demonstrates what is possible when local insights are backed by strong partnerships. Hay is ready, the momentum is real, and the invitation is open for partners to join us in unlocking the full impact of this vision.
